Abstract

Development of Special Economic Zones can be interpreted as one of Indonesia's strategies that aim to encourage investment and increase competitiveness. The implementation of SEZ
formation is determined by regional readiness in terms of capability and good management principles. Malang Regency Government has an effort to accelerate economic improvement by
using the implementation of the development of the KEK Singhasari. By using a qualitative method, namely the case study approach, in the research identified the KEK Singhasari which is
expected to facilitate technology and tourism development activities, increase employment opportunities, and investment using the Pancasila economic values approach. In order to realize
and foster important economic values based on Pancasila, an analysis of the economic concept of Pancasila is needed in the context of an approach to the potentials of local wisdom in Malang
Regency in order to create community welfare. Pancasila economy builds a mindset to be sensitive about humanitarian issues, as well as linkages with the nation and justice. This sensitivity
forms the basis for analyzing roles between actors and synergizing between stakeholders and the community to support each other and work together. This collaboration was explored by researchers into a penta helix collaboration model.
